the origins

The History of ATAP

ATAP was founded in 1976, in the midst of the “earthquake emergency”, on the initiative of the Municipality and Province of Pordenone, which created the “Consortium for the operation of local public transport in the city of Pordenone and its traffic basin”. The company, immediately operational, took over the management of urban transport and some regional and interregional lines.

In 1977 and 1978, 10 more municipalities in the Province joined the Consortium. In 1979, the consortium base was enriched with 7 new municipalities and construction work began on the first lot of the new headquarters of the company fleet in Pordenone.
In the early 1980s, ATAP already had 200 employees, a fleet of 94 buses, offered 5.3 million kilometers of annual travel and transported 3.6 million passengers. The overall turnover amounted to approximately 9 billion lire, which allowed the budget to be balanced.

ATAP acquires the so-called “Pordenone branch” of the company Autovie Pupin Srl of Spilimbergo. It has 220 employees and a fleet of 135 buses; it offers 7.3 million kilometers of annual travel and transports 9 million travelers, with a production value of approximately 26 billion lire.

In implementation of the law reforming Local Authorities (law 8 June 1990, n. 142) it is transformed into a “Special Consortium Company”.

In 1997, the Friuli Venezia Giulia Region reformed the regulations of the TPL (Local Public Transport) sector and introduced, anticipating the national legislator and implementing the community principle of liberalization of service markets, the competitive comparison for the assignment of local public transport services.

Starting in 1999, ATAP undertook a policy of developing alliances with other companies in the sector, creating interests and corporate participations with the aim of building, in fact, a regional transport system.

In 2000, the first regional tender was announced for the assignment of TPL services, which was won by a Temporary Association of Companies (ATI) of which ATAP is part as a management unit for the province of Pordenone. The assignment of the service lasted ten years but, with subsequent technical extensions, the expiry of the contract was postponed to 31.12.2016 in order to guarantee the regular performance of the service until the future assignee took over. Also during 2000 ATAP was transformed into a joint stock company.

ATAP provided the service forming part of the PRTL as foreseen and provided for in the service contract signed with the then Province of Pordenone rep. n. 4254 of 11.12.2000.
2010-2014 Extensions of the existing contract pending the European tender
Until 2014 ATAP operated through extension and continuation contracts under the same conditions as the previous Contract rep. n. 4254 of 11.12.2000.

On 29.10.2014, the tender notice for the ten-year assignment of urban and extra-urban public passenger car transport services, including tram services and maritime services under the jurisdiction of the Friuli Venezia Giulia Region, was published in the GUCE (Official Journal of the European Community).

ATAP participated as a Consortium Member within the company TPL FVG Scarl, together with the other three regional companies, concessionaires of the tpl in the various Management Units, significantly influencing the reference operating context, not only in ordinary management, but also and above all in investment choices and short and medium-term strategic decisions.

Due to the competing ATI formed by Busitalia-Sita Nord Srl and Autoguidovie Spa which has filed an appeal with the TAR, all decisions are suspended and it is not possible to start the necessary organizational and operational procedures, therefore the existing contracts are extended, except for the possibility of withdrawal by the Region, should the legal conditions for the stipulation of the service contract with the successful tenderer for the awarding of TPL services arise. Following the Resolution of the Regional Council no. 2452 of 21 December 2018, on 27 December 2018 the agreement was signed for the continuation of the same contractual relationship until 31 December 2019.

On November 15, 2019, TPL FVG Scarl and the Autonomous Region of Friuli Venezia Giulia signed the ten-year service contract, authorizing, at the same time, with a specific resolution of its Council and subsequent authorization no. 2150 of 12.12.2019 of the Central Directorate of Infrastructure and Territory of the Region, the continuation of the contract for the assignment of Local Public Transport services of the Pordenone Management Unit, for the period from January 1, 2020 to April 30, 2020 by the current managers in the various Management Units, then subsequently extended until the end of school, June 10, 2020, due to critical issues related to the Pandemic.

From 11 June 2020, a new adventure begins for ATAP, operating within the new Consortium Company together with the other three regional companies: Arriva Udine Spa, APT Gorizia Spa and Trieste Trasporti Spa, with much more stringent rules and contractual aspects, projected towards an efficient and cutting-edge service. The management trend was strongly influenced by the coronavirus emergency which generated significant repercussions in the performance of local public transport; the pandemic also led to a real impossibility to complete the numerous and complex activities, directly and/or indirectly connected to the takeover, within the terms of the service contract.

In 2021, the effect of the pandemic and the relevant regulatory provisions created difficulties in carrying out the service, influenced by distance learning, load limitations and rules on accessibility to vehicles as well as by rules relating to the possession of green passes by workers.
The year 2022 was a year characterized by the end of the COVID emergency and the beginning of international political tensions that led to the Ukrainian conflict, with inevitable impacts on the organization of companies, their balance sheets and future strategic choices in the sector.
The difficulties related to the new obligations and requirements deriving from the new contract in a complicated and unpredictable context of the two-year period as described above involve a considerable commitment especially from a technical-organizational point of view, due to the need to guarantee an effective and reliable public service in a continuously variable operational environment, both for the regulatory provisions applied to combat the epidemic and for the availability of the human resources employed.

In January 2023, the conflict between Ukraine and Russia broke out with inevitable impacts on company balance sheets and the need to adopt alternative strategies.
In addition to the critical issues arising from the restrictions imposed by the pandemic with effects on the levels of demand for the service, the economic crisis linked to the increase in the cost of diesel, gas and electricity was added, effectively threatening the strategic balances adopted by individual transport companies and causing a strong impact on procurement costs;
Furthermore, the situation was aggravated by the social phenomenon of the difficulty in finding driving personnel and ensuring their turnover with significant consequences on the organization and provision of the service and the heavy commitment on the PREPM, PNRR, PUMS and PSNMS fronts linked to national and European funding.

ATAP’s ecological and energy transition project has begun to take shape, with the purchase of 16 urban buses and 5 extra-urban buses powered by liquefied natural gas (LNG) – which are added to the 2 extra-urban LNG-powered buses already in service since March 2023 – and with the further acquisition of n. 2 electric urban buses, taking advantage of the opportunity offered by existing financing plans, both at national and European level, such as the PNRR (National Recovery and Resilience Plan) and the PSNMS (National Strategic Plan for Sustainable Mobility). At the same time, ATAP has started the necessary works for the construction of the liquefied gas refueling and storage plant and the necessary charging infrastructure.
